"Avesta", created by our ancestors in the territory of Uzbekistan, has a special place in the understanding of human history as the theory of our statehood. It is known that the oldest source of our national statehood in Uzbekistan is "Avesta". It is the first social view of statehood created by our ancestors in the 3rd millennium BC. If we pay attention to the ideas put forward in "Avesta", we will see that they are in harmony with our ideas aimed at establishing a just and democratic society today. statehood , "Avesta" covers almost all political, economic and social relations, the foundations of the state system, the philosophy of Zoroastrians, and the development of world history. In the source, first of all, issues of human will and its spiritual perfection are given priority. For example; "I give glory to a good thought, a good word, and a good deed," says the book of Yasna (14). The relations between people in Akhuramaz call for mutual sincerity, respect, impartiality, help and consequence, and to be free from bad thoughts . There are respect for the elder and honor for the younger, patience, honesty, kindness and a number of other principles, which are consistent with the main principles of our national idea. Putting ideas in this way encourages us to understand the essence of the philosophy that the world consists of the coexistence of these forces 7. In this way, "Avesta" is considered a source that arose as a result of the need and necessity of the state, stabilization of relations between people who lived at that time. One of the most important issues in "Avesta" is the theoretical formation of legal relations. It contains information about human life and socio-economic relations between people based on law. Truth, good word and goal, purity and pursuit of goodness, water, land, fire, home and livestock are considered moral duties. Man, with his actions and thoughts, serves as an assistant to the supreme god Ahuramazda, who brings goodness, light and happiness, gives life and truth. It was considered a great sin to break the promise or oath given in the family and community, to break the contract made between people: "O Spitama, the person who breaks the contract destroys the whole country, and at the same time damages all the property belonging to Arta. O Spitama, do not break your covenant..." ("Yasht", Chapter X.)8 Based on historical documents, it can be said that the legal doctrines advanced in the books of "Avesta" "Yasna", "Visprat", "Yasht", "Videvdat" are more ancient than Roman law. Moreover, they served as a source of formation of the political system of the states that were formed later . Thus, "Avesta" influenced the work of Greek thinkers and Roman jurists with its comprehensive perfection. Including human rights, freedom of physical and legal persons, human freedom, the issue of equality between men and women, rights of minorities, rights of minors, freedom of conscience, belief and religion, rights of communities and groups, property rights, family rights, binding contracts . Law, types of crimes committed as a result of intentional or recklessness have been developed. Also, in "Avesta" the distinctions between theft and invasion are classified, and other legal principles such as the right to defense and the conduct and organization of court proceedings are also expressed 9. It is known that the foundations of a democratic society are manifested in the existence of systemic integrity of political-social, economic and legal principles in the state. At the same time, they are based on being in harmony with universal values. We witness the formation of such values and principles in "Avesta". Man by nature strives for freedom and goodness. The need for the state arises in the organization of the rules and their procedures that are common to all of such needs. This is the need that formed the theoretical criteria of universal human values. At the same time, new enlightened teachings emerged as a liberating idea in the eras of human society associated with mutual wars and conflicts. The 10th and 10th centuries were such a complex period in the history of Central Asia. The people's struggle for their independence and the ideas related to freedom and human freedom call the nation to spiritual growth. Philosophers, politicians, historians, such as Khorezmi, Farghani, Abu Nasr Farabi, Ibn Sina, Beruni, Yusuf Khos Hajib, Nizamulmulk, who are famous in the world, lived and worked during this period. In terms of its content and importance, this period will go down in history as the Central Asian Renaissance. There are specific aspects of the culture of the Renaissance , which are interpreted in the emergence of our theory of statehood based on: 1. Striving for worldly enlightenment, in this way, making extensive use of the achievements of the culture of the past and neighboring countries, especially the development of natural-philosophical, religious, historical and social sciences. Interest in nature, the development of natural sciences, rationalism, belief in the power of reason, giving the main attention to sciences aimed at finding the truth, considering the truth as the basis of human imagination and science. Glorifying a person, justifying his mental, natural, spiritual, artistic and spiritual qualities, showing humanity, high moral laws and rules, educating a perfect person. Universality - universalism, interest in all natural phenomena and striving for its essence 10. Formation of the theoretical foundations of state building and management in the principles of justice and morality, development of their legal and practical foundations.
