As a result of a built-in-lag in the municipal financial system based on a choice of 
state-guaranteed tax bases, the economy in many municipalities was not affected sig-
nificantly by the financial crises until the end of 2009. Despite the financial crisis, the 
municipalities ended up spending almost 5 billion DKK more than budgeted in 2009. 
In light of the financial crisis, the EU stability pact and the budget overruns in the mu-
nicipalities, the Danish government initiated an enforced sanction regime on the mu-
nicipalities in 2010. An act

stipulated that 3 billion DKK of the general grants to the 
municipalities should be conditional on the municipalities not exceeding the level of 
expenditures agreed upon in the yearly agreements between the national Government 
and Local Government Denmark (LGDK). This sanction regime was implemented in 
2011.
With the so-called Budget Law, this sanction regime was made permanent in 2012

. 
The Act was approved in 2012 by a broad majority in the Danish Parliament, and it 
sets the overall framework for fiscal policy in Denmark. The Budget Law introduced 
binding multi-annual expenditure ceilings for central government, municipalities and 
regions, respectively. The ceilings are agreed upon by the Danish Parliament, set upper 
limits on actual spending and include a broad range of public expenditures. The Budg-
et Law does not change the autonomy of each municipality or region with regard to
