1.2. UZBEKISTAN 'S STRATEGIC TRANSITION TO A " NEW " ECONOMY AND ITS ESSENTIALS .
Since the beginning of the 21st century, world scientists have been conducting a lot of discussions about the "Green" economy, they write that economic growth is becoming more and more dependent on factors and the environment.
The first scientific studies devoted to the formation of a "green" economy began in the 1970s, and in 1972, at the international conference on environmental problems in Stockholm, 26 principles aimed at preserving and developing the environment were developed. Although the concept of "green" economy was used for the first time in 1989 (Blueprint bor a green economy, Britain, 1989), its meaning is still interpreted differently.
"Green economy" as an economic science was formed at the end of the 20th century. The concept of green economy includes scientific ideas in economic sciences such as resource-saving economy, ecological economy, environmental economy, green policy, theory of international economic relations, modernization of economy, innovative economy.
"Green economy" as a science has its history of formation and stages of development. Problems related to the limitation of natural resources and their non-reproduction have a serious impact on all areas of human activity, including economic activity. The scientific study of this problem began to become popular in the 60s and 70s of the 20th century. During this period, a new trend called "environmental economics" appeared in the economic literature, based on the principles of traditional economics. Within this direction, the socio-economic consequences arising as a result of the impact of economic activity on the environment have been interpreted as externalities, i.e. external effects. According to it, there was a need to solve environmental problems within the framework of current economic relations and generalize them at the international level 1. As an example, it is possible to cite the issue of organizing international trade of greenhouse gases released into the atmosphere.
