другому
You must measure seven times and
then ... ask someone else to cut
This is a humorous paraphrasing of
the following saying:
"семь раз
отмерь, а один раз отрежь" ('you
must measure seven times before you
start cutting') - basically: better be
safe than sorry.
The joke presented in the left column
obviously goes beyond this, referring
to a super cautious person
