3.3. Shift work plan of the station
3.3.1. The purpose of shift planning is to develop tasks for the staff of each shift, ensuring the implementation of the daily work plan, taking into account the current situation in train and freight work at the station and on the approaches to it. The shift task of the road control system for the station sets the same operational performance indicators as the daily plan, as well as other tasks arising from the requirements of the operational situation. 3.3.2. The shift assignment is transferred from the road control department to the station manager no later than 1 hour before the start of the shift in the form of a dispatch order. The station work plan for a shift is drawn up by the station manager or his deputy based on the provisions of the station’s daily work plan for all its indicators, the assignment of the road management system for the shift, the traffic schedule and train formation plan, the situation at the station at the beginning of the planned period regarding trains and cargo, the supply of empty wagons for loading, technological standards for processing trains , wagons and cargo fronts, as well as special tasks received. The work plan of the shift that goes on duty in the second half of the day is drawn up taking into account the results of the work of the first shift and ensuring the implementation of the daily work plan received from the road management department. The shift plan is announced to employees entering duty. 3.3.3. The results of completing a shift assignment are reviewed at the end of duty by the station chief or his deputy. Based on the results of the analysis, an assessment of the work is given and the necessary measures to eliminate deficiencies are outlined. 3.4. Current work planning over a 4-6 hour period 3.4.1. To ensure timely processing of cars and their departure from the station in conjunction with the traffic schedule and train formation plan and taking into account the approach of trains and the availability of cars and locomotives at the station, the station duty officer with the participation of the junction dispatcher, locomotive dispatcher and the depot duty officer is issued current station operation plans over a 4-6 hour period. During the ongoing planning process, these employees: - draw up a plan for receiving trains while observing the optimal alternation of supply of trains at the station, based on ensuring the necessary conditions for interaction in the operation of the stage, arrival park and hump; - calculate the train formation plan, which sets the end time for the accumulation of cars in a full train, the end of its formation and the time of readiness of each train for departure; - determines (locomotive dispatcher and depot duty officer) the procedure for using locomotives and locomotive crews arriving at the station, taking into account their availability at the station and in the locomotive depot; - draw up a plan for the departure of trains with the connection of locomotives and locomotive crews to the trains of their formation, transit, and those of increased weight and length and connected to the lines of the train schedule. 3.4.2. The initial data for drawing up a train formation and departure plan is: - telegrams - full-scale sheets (TGNL) for all trains arriving for processing; - train approach plan transmitted by the shift train dispatcher; - data on the availability of trains and wagons on the station tracks according to the assignments of the formation plan by the beginning of the planning period; - data on the availability and expected arrival of locomotives and locomotive crews to ensure the removal of trains; - data on the number, assignments and expected time of cleaning of wagons on the station track after the completion of cargo operations from the access roads, from the freight yard; - technological time standards for performing operations with trains and cars. 3.4.3. The calculation of train formation, that is, the determination of the time when trains are ready for departure, is carried out by the shunting dispatcher, based on the current train and shunting situation, the norms established by the technological process for the time that trains are in the arrival and departure depots, the time for disbanding and forming trains and rearranging them from depot to depot . 3.4.4. The shunting dispatcher coordinates the adjusted and coordinated train departure plan with the DNC, communicates it to the performers - the station duty officer (DSP), the hump (DSPG), the parks (DSPP), the technical maintenance operator and gives the task for the next 1 - 2 hours.
