3. Operational planning of train and freight
station operation


3.1. General provisions
3.1.1. Operational planning of the marshalling station is carried out for a day, a shift and for 4-6 hour periods during a shift.
3.1.2. The basis for shift and current planning is information about the approach of trains, wagons and locomotives and the calculation of their expected arrival at the station at the beginning of the planning period.


3.2. Plan – task for the day
3.2.1. The monthly plan - the task of the station's work - is developed at the State Railway Company "UTY" and transferred to the Regional Railway Junction (RZHU). Based on the monthly plan, the transportation department of the RZHU develops a daily plan - the task of the station and is approved by the head of the RZHU.
It contains the following data:
- the total number of trains to be received by the station from each direction, divided into transit and dismantling;
- the total number of trains that must be sent from the station to each direction, indicating the number of trains in its formation, including connected trains, and increased weight and length;
- the task of sending empty wagons to regulation, indicating the direction of travel and the type of rolling stock;
- dimensions of loading and unloading of critical cargo;
- task for loading dispatch and step routes, the number of empty wagons that must arrive for loading;
- other tasks drawn up based on the local operating conditions of the station (equipment of cars for the transportation of special cargo, etc.).
The daily plan highlights the amount of work that must be completed by the station in the first half of the day.
3.2.2. The station manager or his deputy, on the basis of the daily plan - the assignment of the company's management control, draws up a cargo work plan for the departure of the main types of cargo by each consignor and the unloading of wagons by the consignee, determines the amount of work to prepare wagons for loading. Initial data for drawing up a daily cargo work plan are:
- monthly loading plan and routing plan;
- shippers’ requests for loading, including routes;
- data on the availability and upcoming arrival of empty cars for loading and on the number of cars released after unloading;
- technological time standards for performing loading and unloading operations, supplying and cleaning cars;
- special tasks of RJU.
3.2.3. Plan - the task of the station for the day is specified and adjusted by the station chief (or his deputy) from the beginning of the second half of the day, depending on the current operational situation and the results of work for the first half of the day.
Monitoring the implementation of the daily plan - tasks, accounting for work for the 1st and 2nd half of the day is carried out by the head (deputy) of the transportation department of the RZHU through operational conference calls held with station heads 2 times a day, summing up the results and the amount of work that should be completed by the station within 24 hours.
