Research method
The analysis was carried out using fifteen semi-structured interviews with municipal officials from the following nine cities that participated in the EGCA after the 2015 edition: Cagliari, Bologna, Ghent, Lahti, Nijmegen, Oslo, Torino, Tallinn and Umeå. Among these cities, it is possible to find both winners, finalists and non-finalist applicants from all geographic areas of the EU, which reflects a wide range of different experiences with the award. Plus, for each city, one interview with an administrative official and one with a political official were tried to be obtained to get different points of view inside the administration itself. In practice, this was achieved only in five cases (Cagliari, Bologna, Lahti, Oslo and Ghent). As to the rationale for choosing applicants after the 2015 edition, it was twofold: first, as the EGCA assumed its current structure since that edition, it is only possible to gauge the impact of its different phases by choosing participants that applied after that date. Secondly, fewer memory issues can be expected from those accounts that are closer to the moment of the research. 11 By interpreting the interviews in the light of the insights from the literature on soft tools, the different perceptions of the EGCA that emerged can clarify what aspects of the award are thought to have had an impact on the administration when participating in the EGCA. Research outcome The results show that city administrations manage the award in similar ways, but there is a variety of expectations on what their city can achieve through the award that largely depends on the needs and the existing policy of each administration. As a consequence, the application, which is the phase of the award where quantitative criteria are used, is as much important as the finals, the Green Capital Year and joining the EGC Network for those administrations that reach such steps. Even if the application phase is the one all applicants take part to, the subsequent stages are said to play such an influence on the way sustainability is dealt with in finalist and winner cities that their effects on the applicants' policy cannot be neglected. Thus, the current focus on the EGCA criteria is very likely to be inappropriate to grasp the influence it may have on urban sustainability policy. Concerning urban governance and sustainability science at large, this study is meant to pave the way for further studies on the EGCA and other European soft tools, which are expected to bring to a deeper understanding of how these policy tools can play a role in implementing sustainability policy. It does so by including the point of view of practitioners, which is an important element of sustainability science research. Nevertheless, the research topic and the data used in this research are deemed too context-specific to advance general conclusions concerning sustainability science or urban governance outside the specific EGCA case.
